At E-lumina we have a multidisciplinary team of specialists in law, public policy, energy, environment, and social management. We combine academic, technical, and field experience to offer innovative and viable solutions for productive projects in complex territories. Our strength lies in the ability to translate regulatory frameworks and social demands into clear strategies, with a human and sustainable approach that drives both legal certainty and community development.

Dr. Sergio Ampudia Mello has more than thirty years of experience in the legal, regulatory, environmental, and energy fields, being a reference at the intersection of law, public policy, energy, and sustainability.

He holds a PhD in Law with Honors from the National Autonomous University of Mexico (UNAM) and is a Postdoctoral Fellow in Artificial Intelligence for Public Administration at the National Institute of Public Administration (INAP).

He has held leadership positions in key institutions such as the Ministry of Environment and Natural Resources (SEMARNAT), the Federal Tax Attorney’s Office (PFF), Mexico City’s Water System (SACMEX), the Federal Electricity Commission (CFE), and the Mexican Institute of Industrial Property (IMPI). This has allowed him to consolidate a career focused on the strategic management of complex projects in highly sensitive sectors.

 

In the academic and professional fields, he has been a professor at UNAM, ITAM, and Universidad Panamericana, as well as a lecturer at INAP. He has served as Vice President of Energy Law and Sustainability of the Legal Commission of the Confederation of Industrial Chambers (CONCAMIN) and as President of its Technology Commission.

He is also President of PROCNIE por México S.C., a promoter group of the National Energy Industry Chamber. As an author and co-author of various publications on energy, environment, nearshoring, and industrial policy, he combines deep technical and legal knowledge with a vision of social and territorial impact.

Thanks to this experience, he currently leads E-lumina with the commitment to provide legal certainty and social legitimacy in investment projects, driving a fair, sustainable, and shared energy transition.
